Breaking the Healthcare Finance Reform Deadlock

I have a suggestion that I think would break the current deadlock around healthcare finance reform, and might actually lead to a quick resolution that would prove to be broadly popular.  Here’s my suggestion:

Effective [date], the healthcare program in which employees of each of the three branches of the federal government are currently enrolled will be terminated.  As a replacement, they will have the opportunity to enroll in the program of their choice available through the ACA or its replacement.
